The Edict of Cardinal Pacca

It belongs to the glory of any civilized nation, it belongs to the vigilance of any government, it belongs to the interest of Public Commerce, that safety of Foreigners and Visitors and of their properties be guaranteed from any evil.

1) No one will be able to do the public Service if he does not possess the ostensible permission from the General Police, that will be released from the aforementioned Police after the presentation of certificates of Birth, Residence, and moral behaviour, such as to be exhibited in the Office of the same General Police.

5) Under the same regulations are included the Instructors of Antiquities, commonly named "ciceroni".*
